So any file from any GTA directory can be modified, placed into the Mods folder, and it will load instead of the original file?

ex. handling.dat, timecyc.dat, weaponsinfo.xml, light_occluders.wtd, etc etc etc

3 files are supported, because gta.dat and default.dat contains the name of the files that are also loaded, so you have to edit these files manually, and change their directory to be loaded. Not all files are supported, just some files from the common\data folder.

open iv_cmm.exe and it will show the available mods, it's a loader, so you can't change mods while in-game

I have only programmed it for GTA:IV, so it won't recognize EFLC, or did you put the files at the right directory?
