@articcatman, i run the game at 800X600, reflection at medium and even texture filter at medium and the rest at low.

The game it's to dark, tried to change some things, but still, nothing... :/

@vidur, I have patch 1.0.4.0, ALL files correctly placed and drivers updated. Maybe it is something wrong with the settings :o but I already solved the problem, thanks anyway ;)
BomelPT : Yes, my version is 1.0.4.0 and placed files correctly. Still it's lagging.
I will try for new GPU.

And no lag on medium. But I can play hing bet get 18-30fps
All medium i get 14-30fps average 18-22fps

btw for everyone that has problem with dark night or interior can set ther dirrect lighting, night lighting on the enbseries.ini.. just test it out for f**k sake its easy..
change the value of DirectLightingCurve to something like 2.2.
Also if you use a sharpening filter(effects.txt) then gta iv looks awesome and there is no visible fps loss( i got it from Skyrim Enhanced Shaders)
