I have tested VSync off and I got more fps 15-25 :)

test with very low texture 32x32 pixel texture

(Very Low Texture its working with Normal Pixel Texture Example:

,1024-512-256-128-64-32 standart texture of game)

not like a Mod make with whatever texture, look like a Lamborghini Car mod texture pixel 300-425-1152 not standart pixel and make your game crash if you didnt use High texture quality.

turning v-sync off is what gives u screen tearing...it gives u more frames, but u only see up to 60fps..or 50fps if u have 50hz monitor. I all depends on your monitor's Hz

The framerate only gets "limited" to your monitor-frequency when V-Sync is turned ON. If it's OFF, it can go over. Still, I doubt many people their systems will pump out 50-60 frames per second at all times, especially when they're looking at mods like this. And in case of this technical wreck of a game it helps quite a lot to turn off V-sync. And if the tearing is troubling, you could try to let your videocard-settings to use Adaptive V-sync, which only turns on V-sync whenever it can afford to, and I really like that for bad performing games.
