About this mod:
- Resized bullet impacts to a more realistic scale
- New & more gore-ish blood splatter texture on windshields
- Realistic blood pool and splatter textures
- Removed "blood mist" effect (see pictures)
Installation:
1. Place fxprojtex.wtd in this directory
"Grand Theft Auto IV > pc > textures > fxprojtex.wtd"
2. Place bloodfx.dat in this directory
"Grand Theft Auto IV > common > data > effects > bloodfx.dat"
3. Start up GTA4
Replaces: fxprojtex.wtd and bloodfx.dat

I also wanted to do this in HD or at least better quality. When i tried to import 1280x1020 textures with SparkIV the program re-sized them back to 512x512. I've seen some mods that do have 1280x1020 textures in them but i don't know how the modder did it, I will have to ask him.

I'm not sure what happened but I think it's related to the drug cartels shootouts in Mexico.

Yes it is, I actually cropped it out from a picture with brain matter in it.
Please use OpenIV for textures, SparkIV is limited about the size, You can upload any size you want with OpenIV :)
