Thunderstorm Brownout

This replicates a brown-out in GTA IV during a thunderstorm between the times of 10am-3pm. Best used with simple native trainer or simiiar for setting time, weather and freezing time and weather. Also you can choose to modify your water.dat or download modified one for flooding effects. Traffic lights not effected without actually modding the engine itself. But there will be no day time during thunderstorm due to time cycles and the game itself needed for the brownout replica. To have daytime use your original timecyc.dat. Enjoy! Replaces: timecyc.dat
