Vice City FM in GTA IV

that mod brings Vice city FM radio (from EFLC) to GTA IV . it's not the complete version of VC FM , but there are all the songs plus few intro see readme
You need to own a legal copy of EFLC to be able to download that mod .
download the 2 files , run the exe then read the readme . for problems , questions see link below

You could make a EFLC version of Liberty Rock Radio to GTA 4, because songs in EFLC are better than in GTA4, that would be a nice idea ^^

it replaces Independance FM . for now there are no other ways . but you can use a shortcut in user music , you don't need to move all your songs each time
