Step :
- Use OPENIV / SparkIV
- Copy to Rockstars Games / Grand Theft Auto IV / pc / models / cdimages / playerped.rpf
- You can remofe the "AlStarsKyz" Text just open the *.wtd file with OpenIV / SparkIV ( Must replace to playerped.rpf )
- Just Extract the Images then Edit in Paint or another
- If you want to Using the results of your own. Just open again *.wtd file and Import the image :D
