Mar 1 Update:

Updated the ArmedIRL and WitnessCrimesUtilities.dll so now it wont report you to police when you are buying weapons... enjoy!

Feb 26 Update

-Fixed crash on TLAD when calling supplier
-Added Speech to (Not all peds will say speech, depends on models, most common speeches were used)

Feb 24 Update:

-Now you can hide text with Default F11 key, check WitnessCrimes.ini to change the key to toggle text. Before I had set up the code to do it but never implemented... oops... now it works ;)

Feb 22 Update:


-Smoking now ends when u die, get arrested, go in the water, etc. Let me know if i missed anything. U wont do smoking animations if ur climbing for example... which basically would make u fall to your death if high lol
-New Drug Dealing Animations for peds in car. If a ped in a car notices u (chance built in)... They will honk horn and u can get in as a passenger to deal. Press the same key u use to deal to peds to get in (text on screen will help u) then press deal key to give them the weed ;)

Tip for HoldUp Script: Make sure u keep ped targeted until he gives u the money or he will use that chance to run away ;)

Feb 20 Update:

New Crime:

1. Drug Dealing: Now you can help the peds of liberty ease their stress with some weed you sell. You can pick up from your supplier when u need to by calling him. But dont piss him off so listen to what he says or u wont have a supplier ;) So when you have weed you can even get high on your own supply. Many different animations are used with the smoking so it looks nice in different situations.

Keys (Can be changed in ini file)

T: Proposition nearby peds to sell them weed

Lock onto ped while unarmed + E Key (Text will help you know when you are in the right position): Sell to interested buyer. Note: You need to be in front of him and at a distance where u could realistically hand something off (animations need to look good so get in front of him... it's easy) ;)

Y : Calls Supplier/ Also Calls to cancel pickup

U: Light up a spliff and when you are holding the spliff to take hits.
Shift + U: Puts out the spliff
Alt+U: Moves spliff from hand to mouth and again would move back to hand... you can drag or put out the spliff from either position.

When at Supplier Menu:
Left and Right Arrow Keys: Increase or Decrease purchase amount.
Enter Key: Buys weed
Delete Key: Cancels purchase

As always watch out for snitches and cops ;)

Other Update Info:

1. Numerous bug fixes in all previous scripts. Many things working correctly now. Including the blips. Currently the blips are all messed up, I just never brought that up but it is fixed now. Some bugs may remain that I have missed. Please let me know about them. Only so much I can see by myself ;)

2. Now blip colors can be set in the witness crimes ini file.

Ask Questions in comments and read the install info. Make sure u install WitnessCrime updates clean as I am updating every file and renaming stuff so previous versions will be incompatible.


Feb 13 2014 Update

New Crimes:

1. Hold Up: Perform armed robbery on peds. Aim at ped with a weapon and Press the key u set in ini (E by default, change in HoldUp.ini) to begin the robbery. Witness Crimes script will now see this as a crime.

2.Grand Theft Auto: What is GTA without being able to be reported for GTA... now it is included ;)

-Fixed some bugs in pickpocketing, now u cant jack females, and some reactions fixed. Plus a lot rewritten to work better in different situations.

Future updates:

-Drug Dealing

And anything anybody make with the provided SDK. Contact me for info on adding your own crime to this project ;)


This is the formal release of WitnessCrimes. Remove previous ini files as some settings have change. To install, you need to remove all previous files and install this version clean. Old files will not work with the new version. Notice in the install now is a dll file called WitnessCrimesUtilities.dll. This file needs to go in the same folder as the scripthookdotnet.asi or where the gtaiv.exe/eflc.exe is (gta's root directory). All .net files go in the scripts folder.

WitnessCrimes Features:

-Realistic Police Response to crime
-Witnesses call cops on ped. If you can interrupt this ped you can delay the call to the cops.
-Manages Visibility states of the player, Hidden, peds Can see you, and Cops can see you, which u can see via notification icon on screen. Only when a cop can see you, can you be given a wanted level.

New Crimes:

1. Pickpocketing: Go unarmed and lock onto peds and move unnoticed behind them. Press the key u set in the ini to take the peds money, but of course watch your surroundings, people may notice or you might get caught by the victim them self.

2. Assault & Hit n Runs: Now like real life you cant go running around hurting people.

Previous Crimes:

1. Shots Fired: Reconfigured to act more realistic. No more ini file and counting shots ;)

2. Armed IRL: Tweaked to have delay when switching weapons and to feel as realistic as possible.

3. Dead Body: If you kill someone and hang around, you will get homicide reported like before.

Do not forget to get PD2Blips by InfamousSabre for a better experience with Witness Crimes.

Future Updates For Crimes and New Features:

-Holdup Armed Robbery (added feb 13)
-Car jacking... Grand theft Auto ;) (added feb 13)
-Walking around injured or driving damaged car
-Wanted System (returning to scene of crime or driving vehicles cops are looking for)
-plus your suggestions...

Developer Info:

WitnessCrimesUtilities.dll can be referenced in projects to use the police responses and witness reactions in your script. You simply need to tell witness crimes what the crime is. If you are interested in contributing to this project. See the example source files and read the info I provided on the plugin template file. Of course I am available to answer all questions. the more crimes from real life you can add to GTA the more real the game will feel and with the ability of users to pick which plugins they would like to install.


Keys (All can be edited in WitnessCrimes.ini):

F10: Toggle Witness Notification (Eye icons)
F11: Toggle text notification
F12: Toggle PD2Blips (if installed)

Settings (ini):
-If playing as niko in gta iv single player, i think u do missions with the russian gang so i made an ini setting to have this gang ignore when ur armed. I didn't really test so let me know if it needs work if ur trying to play single player. (ArmedIRL.ini)
-Set defaults for notifications (WitnessCrimes.ini)


1. Make sure you have ScriptHookDotNet v1.7.1.7 beta installed (GTAIV 1.0.7 or EFLC Recommended, 1.0.4 not supported)

2. Place the .net files you want to use and any associated .ini files directly in your scripts folder. If you are installing PD2Blips by InfamousSabre then also install the PD2Blips folder. PD2 Blips is optional but makes the mod much better! ;) Then install the WitnessCrimesUtilities.dll into your GTA/EFLC Root directory (where gtaiv.exe or eflc.exe is or where the scripthook.dll is, hopefully u figure it out lol) WitnessCrimesUtilities.dll and are the main files that must be installed. All other .net files are plugins and you can choose what you would like to use ;)

3. Start GTA... Enjoy!

Is it possible for EFLC to put the Police Buffalo, Stinger, Bike and APC in a chase?

Yeah it is possible I think if I spawn them myself. The script only spawns a vehicle if it can't find one spawned by the game. But for eflc I can try to setup some spawns for the vehicles the game does not spawn.

I mean with put them in a chase for example, I got three stars and instead of the NOOSE Cruiser or the NOOSE Patriot an Police Buffalo or Police Stinger come or when I got six stars the APC will come with 2 SWAT Guys

Oh so u just want those type of cops to be added to the chase when you are wanted. It is possible yes and maybe I can do in a project soon when I finish some other projects I started first. I think it could be a good idea if eflc doesn't spawn these vehicles. I don't remember if the game only uses them in missions or something.

The APC was in the mission frosting on cake, the Police Bike, Buffalo and Stinger spawns online in police stations but with the simple native trainer or other car spawner you can get these cars in Singleplayer too

Yeah it is definitely possible and will make something for it after I finish my current projects. I like the idea of an APC coming on 6 stars. That is like old gta games, which use to have military and tanks come on 6 stars... I kinda miss that. Thanks for the suggestion ;)

Ok I have not tried this version before I install I have script hook.dll v0.5.1.0 scripthook size is 1.33 can't see the version scripthookdotnet.asi size is 634 kb and scripthookdotnet 480 bytes and the yaasil dsound this is what was used with the scripts that cause the script to crash but once I take the script out it lets my trainer load again.

It looks like u are using the correct versions. Try to open the scripthook.log and see the information it tells you. It may say why snt isn't loading and maybe that will tell me what is happening. If u install this one just make sure u put all files in the correct place. ;)

Ok test this out, it will spawn an APC when you have six stars. Two swat peds will drive to u in it armed with M4s and when they get to you the game autmatically makes them get out and attack you. This was quick and easy to write. Next version which will be more challenging is making the APC shoot ;)

A bug report for 3.0. I don't know it's already been treated in this new version, but I noticed that 3.0 has an error that when you try to execute Vlad, Vlad would flee for his life, so the game freeze.

YourGrace I need someone like yourself to make a prostitution sting script where this female officer goes undercover to bust johns. She'll be wearing a wire/communication device to talk with another officer. Something like this here man, I know most modders don't do requests and I respect that but I really need someone to do this for me.

Drug dealing, car jacking/stealing cars, and armed robbery are the next crimes I plan to add. The interactivity mod will have to handle cops itself but soon enough I plan to write drug dealing so it works with the witness crimes script

I thought the prostitution sting looked pretty good in the video. Why do you need me to make it if that one is available? From the video the guy made, it looks very good. I like how he would keep track of all details and how ped speech would react to situations like being bored and stuff. I can tell a lot of effort was put into that prostitution sting mod. I just wouldn't want to make it if I know one is already available and looks like it is a good script. ;)

@DayL, that is a good idea but GTA does not provide this function to place textures wherever u like in the world. So you would have to tell directx to draw the graffiti for u and probably have to do all the calculations manually for how directx draws depending on the position of graffiti and the position of the camera. To say the least, creating a graffiti mod that allows u to draw textures on a wall and the position and and angle from which it is drawn is constantly being updated can be difficult to accomplish and not sure how much the performance would drop for someone running around adding these textures in game, maybe if more than a couple of these textures are onscreen it can kill the FPS, im just guessing of course. I love the idea but then I think if it is even practical for gta and performance.

oh sorry, do this...

1. Open Notepad

2. Open the pastebin link and scroll down where you see a textbox with the raw paste

3.Copy this text and paste into notepad

4.In Notepad click SaveAs and save in your scripts folder as SixStarAPCResponse.cs

5. Start game or reloadscripts

Can you edit the script, that you made for PoliceOfficer07, where instead of the APC, it's the "pstockade" vehicle model (Since it never spawns in freeroam), and instead of the "M_Y_SWAT" model, it's "m_y_nhelipilot" model? And can 4 guys be in the vehicle as well? It's because I already have the pstockade model replaced with a military humvee and the nhelipilot model replaced with a US soldier model. Thanks.

Hey thanks for this, YourGrace. There are only a few problems. The driver drops off the three guys and then drives off instead of getting out of the vehicle. None of the dudes equip their rifles and instead they run away from me scared after getting out of the vehicle. Also, can three vehicles be spawned instead of just one? And can you make another three units respawn after I destroy/kill all of them?

Again, thanks a lot. I really appreciate you doing this. You make some amazing stuff and I hope you get to create mods for GTA V when it comes out for PC.

@hl2poo, ok looks like i will have to debug, im guessing something to do with the heli pilot model's default behavior makes him run away. Thanks for the support :)

@CallMeJayy, You should be using Scripthook.dll 0.5.1 and scripthookdotnet v1.7.1.7 beta. Also make sure u placed the WitnessCrimesUtilities.dll in the same folder as the 2 scripthooks, which is the same folder that has the gtaiv.exe file, or eflc.exe if ur using eflc. It sounds like u might have forgot to put the utilities dll in the folder i just described... let me know.

YourGrace Thanks for reading my comment man. That script may not ever be release due to the fact that the author over that project lost his job late last year. The script is finish and is part of a mod for Lcpdfr called the police helper. Abraxas won't be releasing it at all, he left the modding scene for right now. I really need a script like that. I really appreciate the help man.

I extracted the "Install Files" > file WitnessCrimesUtilities.dll and the scripts folder to my GTA IV directory, I get the error about 20 seconds after the game starts :(

I know .cs files go into the scripts folder so, I extracted all the files from Plugin Source Examples to the scripts folder

The plugin source examples are for developers so other people can add to the project. Install only the files in the install folder. Remove the cs files. Also you need the c++ scripthook version 0.4.0 i believe and this one does not have the same functions as 0.5.1 and you may experience bugs that people dont have on gta 1.0.7. For script compatability it is recommended to update your gta but i understand if you prefer the enb mods for 1.0.4.


1. Remove all cs files you installed from the plugin examples

2. install the .net files and .ini files to your scripts folder

3. install the dll to your gta folder, same place as the scripthooks

Let me know


I can add it to my to do list. I am making my own police mod and I could add that to it ;) I really like the idea. I have my work cut out for me to match the one in the video. That one was well written ;)

The only reason I don't use patch is because I get around 10-15 less FPS. I thought the FPS would be higher but.. Oh well :( gives me about 35-40 fps without enb, with enb its about 22-28 fps. I'll test what you've just told me to do. Abit busy lately so I'll reply when I can

That APC Mod is AWESOME! The only thing is you can't see them on the radar because it's not been made as police car. Good work, One thing, the APC should spawn more, I only see one in a chase. It will be cool if there will be more APC spawning in the chase. I got some other ideas, but I don't know if I should share them.

PS: If that shooting work you should share the script here :)

Yeah i will share here when i edit the script for the apc shooting and i can blip the apc, though im not sure how to create those special police blips, i know how to make a blip and even have it flash blue and red but those police blips have a special way to make that im not sure of. Also making the apc shoot is tough as i can recreate the shooting and aim it wherever but making the gun rotate im unsure of. Would be better if we can get the native function to just make it shoot instead of me recreating the shooting. Well hopefully i figure it out.

ill update the script soon and make more than one npc spawn ;)

I like the interactivity mod, but it crashes far too much! I can barely use it for 10 minutes straight before the script crashes when I try to interact in another area. It seems to have some weird boundary bug that happens when you go away from the location the mod was enabled. Sucks...

Yeah I already pretty much finished armed robbery, one important one i need to make before drug dealing is carjacking because with my script gta is missing this important crime. The name of the game is Grand Theft Auto after all. That should be easy though. Then i want to make a detailed drug dealing mod... maybe the first version will be just walking up to people or having people walk up to u and u just do transaction with potential for people to report u from the WC script. But I really want to make almost another game mode in itself from drug dealing. I want it to be interactive with stuff to do like meeting suppliers, ambushes, ... whatever i can think of that would be cool. Also you have to manage the business itself like those old drug dealer games apps that u could play on a TI calculator lol. I can get a lot of material from my drug wars mod.

I fixed the problem with the guys running away scared. I edited the script to use a cop model instead of the helipilot and it worked; they started shooting at me. You were right about the problem being the helipilot model's default behavior.

I also noticed that the units already respawn so that's good, but only if their vehicle is destroyed. It would be nice if they respawned after killing all 4 guys instead of having to destroy the vehicle. Once this is done, the script will be perfect.

> Pickpocketing is really hard to do right now, maybe just make it so you can hold a button and bump into someone to pickpocket? Release button to disengage pickpocket mode.

> Armed robbery works really well in Saints Row 2 (I haven't played the newer ones, though). If you aim a gun at a ped and wave the cursor around their body, they'll drop their money and run away. Maybe do something similar for this?

Also, when making the drug dealing mod, it would be awesome if gang members saw the deals, they would attack you also. I just did a 5 hour marathon like the game just came out, thanks to your mod. We just had a winter storm here. Anyways, I can't wait for this. You're awesome!

@Ricebox, thanks for the artwork again! ^^ For pickpocketing (which has bugs now that i have fixed for the next update), u just target and need to move close behind, when u see the text in the top left, u just press the key. If you see text ur good ;) My armed robbery will be similar... aim at ped then press key to initiate it. Plus it will be another crime that witness crimes script can have peds report on. Your other ideas are cool, ill consider them when i finish some stuff im working on now. I want to make a vehicle theft script and drug dealing next. I just wish i had scripters working for me and we'd get it done quick xD

@tobu yup, to make it realistic if gangsters spot u dealing in their neighborhood, you will have problems ;)

Cool man! Thanks! I don't know if this is possible but can you make it so that the Vigilante missions pay money upon completion? With different payouts depending on performance and mission type and shit? Just thought I'd put the idea out there since there's nothing to do in GTA after 100% completion haha.

Bug Fix for next update on Grand Theft Auto script... was checking for the wrong doorlock value on unlocked cars belonging to player. Next version you wont get reported for entering your vehicle that loads outside your apartment ;)

Bugs I am fixing for next update:

-Smoking animations playing while climbing on ladder and when going into water

-Person you sold weed to getting picked by script to call cops on you for crimes. Need to stop that.

This mod's great! I have two questions. How do you stop smoking, and for some reason the holdup isn't working for me. Is holdup designed so that people flee when you press "e", or am I doing it wrong? I train my weapon on them and start holdup, and then they bolt away from me. I don't think I've had one successful holdup. Thanks!

To stop smoking u press Shift+U or whatever key u set for smoking in ini

For holdup, U aim at them and press E, u will see some text in top left when it starts, if u stop aiming they will run

Ah yeah that's my fault, I forgot to explain that. And yeah I could use help with dialogue and such. I tend to cut corners in those areas because Im more worried about the script so it would be cool to get some ideas from you about the dialogue. And if u make multiple dialogues for a specific situation, I can have a random function pick one each time so it isnt reptitive ;)

I love your recent update! I have the dialogues, but was wondering where do you want me to send it? To your email? I also worked on a drug mod that I want you to take a look at. You have to haggle with the customer in order to get the right price. I didn't make the mod as it was made by DerDodga , but I modded the mod. I added dialogue to it and made the customers come to you for a fix. Could you check this out? Tell me what you think.

Yeah that looks pretty cool. Using ambient speech definitely makes things better. Mine is kinda quiet right now lol. So if u already have some speeches put together, id love to test em out. I get lazy when it comes to searching openiv for speech lol

Hey id like to report a bug, when i press "disable text notification" it doesnt work. Also when you go in a gun store they shoot you after you buy ammo. Otherwise great script man!

ok ill check it out and see if i can recreate bug and fix... so i think to disable text by default is F11, so when u press F11 do u not see a message saying ur enabling or disabling text?

I see a message saying the text notifications are disabled, the text doesnt actually disable though, it continues to display. Also i was wondering if you are planning on adding any support to infamoussabres Silence! script?

i see... do u remember a text that popped up after u disabled... some character speech in drug dealing i dont hid even if u disable but it might be something i meant to disable so let me know if u remember a text that popped up.

The shots fired script actually is setup for InfamousSabre's silencer script but i think he needs to update his script. I know he is working on it and he currently has his working so if u are hidden and shooting, then people wont notice the gunshots. I think he is finishing up a larger script that will include his silencer. That, once released will work with my script ;)

Some things being said are "police being called" "reporting shots fired" "reporting hit and run" "reporting grand theft auto" "police spotted you commiting a crime" it doesnt stop any text from appearing. All text continues to appear

hey i noticed when i call my supplier the game crashes. i just used the witness crimes .net and dll files and drug dealing i use the cs file as well then removed them still the same problem.

dont use the cs files. has an image inside of it and u need to use the compiled .net file. The cs file wont be able to load the pot leaf image that sits onscreen next to radar. im guessing that is part of the reason. If u only want to use drugdealing then install WitnessCrimesUtilities.dll to the main gtaiv directory, then install and into the scripts folder. The cs files are for people to just see how it works. Install the .net files ;)

And im thinking it might even be better to not install if u only want to use drugdealing. WitnessCrimes will prevent u from getting wanted unless the other scripts are reporting u for crimes or if ur in direct sight of a cop. No one will calll police on u for stealing cars for example. So if u only want to use drugdealing the i would say try only installing WitnessCrimesUtilities.dll and ONLY

hmmm the only thing i can think of is that the WitnessCrimesUtilities.dll is not in the root directory. That file is in the same folder as gtaiv.exe right? dont put that in the scripts folder. If no then can u tell me your GTA version?

Ok I've been testing on eflc so something is different. I'll check it out but to be clear can u describe the exact moment it happens? During call? when u hang up? Do u see a blip get created for the supplier. Any info u give can point me in the right direction to fix. Also he only spawns once u knock on the door, maybe it's when I spawn the phone object, did u mod your phone?

Are u playing on TLAD? I'm thinking the phone spawn is an issue as I never tested on TLAD. I think i might just remove the phone spawn as it interferes with the animation for putting the phone to their ear. Spawning the phone in hand makes the ped look at the phone when I try to play the animation to put the phone to their ear :/

I think that is the problem and I'm assuming u press Y and then u get immediate crash. This means u never see text on screen or even the animation on the player. This would tell me the problem is the phone. The first thing the key does is spawn a phone and then it plays an animation and then it prints text onscreen. So no text + no animation = phone bugged on TLAD Thanks!

Hey dude nice mod makes the game more funny!! but.. i have a problem playing in TLAD when i have 6 wanted levels stars the game crash after 2 - 3 minutes :C can you fix that? Thanks.

@imako, just a little more info, is this a game crash or script crash and u can see error in the console? If it is in the console what does it say exactly? Any ifo about what u were doing at the time can help... thanks!

@imako , can u test and try to get the crash with only my scripts installed. U need to remove all other scripts because a game crashing can come from many different things. Please test my script installed alone and let me know if crash still happens. Also is crash only on six stars?? My scripts actually don't do anything when ur wanted they are just idling not running any code. My scripts are running more code when u are not wanted so I need more information to fix because I haven't been able to crash my game when testing

@nitro84635 that was a bug that was fixed on a previous update, make sure ur using the latest version, modified date on all the scripts will say February 26. Let me know

Hmmm well I would expect the author of that mod to want to do it and I could help him. I dont think I would edit someone else's code to use with my mod. What from his mod would u want to see in mine and maybe if i think it can work i can add when not busy ;)

@gray2345 I plan to go to all the gun stores and get the room numbers (used by game to know if player is in a certain area) so i can disable certain things when u go into a gun store. Can u tell me the problem again. Was it the ArmedIRL mod getting triggered when u had a gun in the gun store??

@diggy I also want to fix the script to work with the single player game but i would need a list of peds that are in the game that would need to ignore my script so they can act how they should. I figure if I block every ped with model that starts with "IG_" then it will let game act normal. Not sure if it is the best solution as others may know a little better. Let me know if u think i should make that edit because i never play single player and wouldnt know. thanks!

Some bugs to report. When playing the missions with allied npc's in them, after shooting, seeing a dead body, or being shot at, they can run away acting like a scared ped and glitch the mission. This can also happen withh npc's who are enemies, such as Faustin or Vlad.

Good mod but they messed up my mission ( Mission npc run away or callin cops , Jimmy Pegorino called for cop when he sees me holding a gun and get himself killed by the cops that showed up , unable to ride mission vehicles ( boat , truck ) , Mission enemies floating in the sky doing nothing , Mission npc doesn't come into the ride , Unable to stop smoking weeds and get spotted by ped even when im in the car etc ( Smoking weeds should works like this mod - ) , Guess i'll just try this mod again when these bugs get fixed.
