I was trying to find a NYPD version of the Police Stockade for my Vehicle Pack but I didn't find any..

Then I opened up the .wtd file and found the "template" inside it.
I removed the LCPD texts and replaced them with NYPD ones.

Also, yes I know that there are some white backgrounds on some of the texts but I just couldn't find a way to fix that...

Nice thought. You should also replace the LCPD badge (side and rear doors) with a NYPD one.

Hmmmm that issue you have with the backgrounds on the text is a weird one. I downloaded it and tried to diagnose it but no luck... The only other possible option I can think of is that your template somehow made it have a matte finish where they actually take effect, causing it to look different. Somehow you are losing the gloss effect I believe, despite the fact that the transparent parts are indeed transparent! Sorry I couldn't be more help.

To fix the background replace the textures with openIV cos spark makes them a different tonality of white, I know it's weird...

@Carrythxd You should try re-exporting your changed template as a .dds instead of a .png, then use OpenIV.
